Test Valley council has been refused permission to revamp the car park at its own offices in the former magistrates court in Romsey.
The council wanted to redesign the car park to include two new spaces and increase the size of the disabled bay. It also proposed to put in a new ticket machine and remove the automatic barrier.
But council planners knocked back the bid because it would have meant the loss of an ornamental pear tree and a silver birch.
