Police directed traffic off at Picket Post behind the Texaco garage but queues are still being reported.
The air ambulance has been called but it is not believed that there are any life-threatening injuries.
A police spokesman said a man was complaining of pain and was cut out of his vehicle, a Ford Galaxy, due to being medically trapped.
All lanes have now been reopened but long tailbacks remain, with hundreds flocking to the coast to make the most of the hot weather this weekend.
