A Hampshire council is considering a rule change to lower the amount of dogs one person can walk in a public space.
Gosport Borough Council is proposing the rule change from six dogs to four after a public consultation, which would also see walkers proving they are equipped to clean up dog mess if asked by a council officer.
Cllr Graham Burgess, chairman of the community board said: "We know the majority of people who own or walk dogs are responsible, the proposals are aimed at the minority who aren't."
A decision is expected next week.
