THE man in charge of Southampton's transport policy has insisted that plans to introduce wheel clamping to city streets are not about making money.

As revealed in the Daily Echo, the city council's ruling Tories want to bring in a scheme of immobilising the cars of persistent parking offenders.

Other vehicles parked in places that disrupt traffic flows would also be towed away, if the council's Cabinet rubber-stamps the proposals next week.

It is estimated that the moves would bring in an extra £690,000 a year in recovery charges.

The proposals have angered motoring organisations, and come at a time when the Government is considering banning councils from using wheel clamping to raise money.

Councillor Gavin Dick, Cabinet member for environment and transport, said: "It is not designed to make a profit.

"It's not revenue-generating, because obviously it costs money to employ traffic wardens and to run car parks."
