If plans are approved for the Chinese restaurant it will offer dining across three floors.
The owners are also seeking a premises licence from the city council to sell alcohol.
The venue's application to the city council shows a range of different seating styles, from booths to more formal dining areas.
CCTV cameras will be installed on all floors to protect customers.
In its application the restaurant said it would not tolerate intoxicated customers or unruly behaviour, and that its employees would be properly trained to prevent problems.
The dim sum eatery would be open throughout the week from 10am until 10pm.
