Moments before the incident on Lyndhurst High Street, police say the driver of a Pitter self-drive van tried to flag down the lorry driver to warn him about the insecure load.
Officers would like to speak to those who witnessed this, at 12.09pm on Monday, as they may have "vital information" that could help the investigation.
Both vehicles were travelling from Rushington to Lyndhurst along the A35.
Anyone with information should call police on 101 quoting 44220442367.
