Emergency services are getting caught up in gridlocked traffic as police urge drivers to avoid coming into the city.
Motorists have voiced their frustration at being stuck in stationary vehicles for more than two hours today.
Hampshire police are warning drivers to avoid coming to the city "unless absolutely critical".

In a Facebook post, a police spokesperson said: "We fully understand that these delays and disruptions have caused frustration for those motorists currently stuck in traffic.
"For reassurance, Southampton district commander chief inspector Marcus Kennedy has been in direct contact with the cruise liners and Border Force around the disruption in the city and the impact that this is having on those in the city.
"This includes emergency service vehicles also being hampered by the traffic disruption.
"We would ask that unless your visit is absolutely critical at this time, you avoid coming into the city where possible or seek alternative routes.
"We thank you for your patience and cooperation."
