Travellers have set up an unauthorised encampment at Riverside Park in Southampton.
The city council said it had been made aware of the incursion into the park this morning.
In a statement, the local authority said it will now be working with partners to complete welfare checks at the site.
A decision will then be made on how to proceed.

A spokesperson said: "Any reports of criminality or anti-social behaviour should be reported to the police on 101 or their web-based reporting facility.
"The council will work with partners, including the police and the occupants of the encampment, to resolve this situation and reduce any impact on the community."
Hampshire Constabulary has been approached for more information.
