Major development plans for the outskirts of Romsey will be revealed next week.
Developer Highwood Group proposes a redevelopment including more than 250 houses, office space and warehouse facilities at Hillier Brentry Nursery, Jermyns Lane.
A public consultation is being held on Monday, November 13 at Sir Harold Hillier Gardens from 4pm - 8pm.
The detailed proposals will also be live on its website from the same date.
Cllr Nick Adams-King expressed his concern about the proposed scheme.
He said: “This is another proposal from developers outside the envelope agreed for development by the local plan. It is in an area designated as countryside so should not be considered at the moment.
"The appropriate route is for the developers to propose the site as part of the current local plan process, which is well advanced.
"That way this location can be judged alongside others put forward and much more importantly the impact of additional housing on local infrastructure, most importantly road, utilities and health care, can be fully judged.”
On the consultation website, it said: “Welcome to this virtual consultation on our draft development proposals for Brentry Nurseries comprising new, modern office and warehouse facilities for Hillier along with c. 260 new homes and public open space.
"We would like to invite you to view our draft proposals and give feedback on this proposal ahead of a planning application to Test Valley Borough Council.
“Our exhibition material and comment information will be available to view and download here from 13th November 2023.
“The public exhibition will take place at The Education Room, Sir Harold Hillier Gardens, Jermyns Lane, Romsey SO51 0QA on Monday 13th November from 4pm to 8pm.

The development site is across the road from Sir Harold Hillier Gardens. It's to the east of Ganger Farm and north-east of Kings Chase.
