Hampshire County Council will be installing camera equipment and updating road signs in the coming weeks in the New Forest, Eastleigh and Fareham.
The council says cameras are being placed at locations where current traffic calming messages are regularly ignored.
Drivers who breach the restrictions will be fined £70. This will be reduced to £35 if paid within 21 days.
Councillor Nick Adams-King, whose remit includes highways, said: “We are implementing new traffic enforcement measures at locations where evidence shows that existing restrictions, such as school ‘Keep Clear’ markings, banned turns or yellow box junctions, are being frequently ignored.
“The aim is to make these locations safer for all road users and to reduce congestion, with an expectation that driver compliance will improve over time.
“This has been made possible after the Government granted new powers, previously held only by the police, to enable local authorities to undertake civil enforcement of traffic restrictions with a fine.”
This comes after a North Baddesley lollipop lady was hospitalised last month after a driver of a Ford Transit van failed to stop in time.

Cameras will be installed at each of the following sites in the coming weeks to enable enforcement through Automatic Number Plate Recognition technology.
Road signs and markings will also be updated to ensure the restriction is as clear for drivers and is in full compliance with Department for Transport regulations.
The locations are:
Eastleigh - Yellow box marking on Leigh Road junction with M3 Northbound Slip Road.
Fareham - School Keep Clear marking outside Portchester Community School, White Hart Lane, Fareham.
New Forest - Prohibition of right turn on Staplewood Lane at the junction with A326 Marchwood bypass.
Test Valley - Yellow box marking outside the fire station on the A3057 Alma Road in Romsey.
Winchester - Bus gate on Station Hill.
The county council will announce when each camera is operational.
