Paramedics were called to the tower block at 8.20am on Saturday. Police arrived around ten minutes later.
Two doctors and specialist paramedics were called to the scene and the air ambulance was seen landing in Mansel Park.
The baby boy was rushed to hospital by road ambulance. Despite the best efforts of paramedics, he was pronounced dead.
A 33-year-old woman and a 24-year-old man, both from Southampton, have been arrested on suspicion of causing or allowing the death of a child and neglect.
They have both released on bail until April.
Police returned to the tower block yesterday but no other details on the investigation have been revealed.
The death has sent shockwaves throughout the community at Millbrook Towers.
Lauren Burnham, 29, a nursery practitioner, previously told the Echo: “I had heard that [the incident] involved a baby, but we had no idea that this is what it was.
“We had some people come knock on our doors, but we didn’t expect anything so severe.
"Such a young soul and so vulnerable, it's heart-breaking.
“It makes me feel a bit sick.”
