An air ambulance responded to an incident after three people were found unconscious behind a set of garages.
Emergency services were called to an area behind the garages by Kingsway, Johnson Street and Winton Street footpath on July 12.
Police and an air ambulance attended the incident following suspected drug use at the location.
Three unconscious men required urgent medical attention.
All three were treated at the scene by paramedics and one was taken to hospital.
