Residents who live nearby have described their shock watching the incident unfold.
One resident who lives close to the scene said: "I left for work at 3 pm and the police cars, one marked and one unmarked, came speeding around the corner.
"We wandered down to have a bit of a nose and armed police quickly moved us away from the situation.
"At the time there were at least four armed police officers there.
"Nothing like this ever happens around here I’m totally shocked.
"About 3:35pm police still had the road open and we were able to walk through. I was even more shocked when I saw a couple of ambulances parked around the corner who looks like they were waiting on standby.
"Whatever is going on, it seems to be in the top floor of that flat. Lots of people are speculating and there seems to be quite a lot of panic."
Another added: "We are not exactly sure what is going on."
Several residents have been watching the dramatic scenes from their windows and doorsteps, and have been told to wait inside by police.
Others have gathered outside the cordon.
Hampshire Constabulary has been contacted for more information.
