Owners of the former Fawley power station site are seeking consent to continue using it for storage and distribution until December 31 next year.
Fawley Waterside Ltd has submitted a retrospective application relating to land being used by Marchwood-based SJG, which has a contract to import electric vans from China.
Earlier this year, Fawley Waterside scrapped a £1bn plan to transform the site by building 1,500 homes, commercial and community facilities, and a school.
A spokesperson said: "The decision to withdraw the applications has not been taken lightly but multiple assessments of the current scheme have shown it is not viable."

A design and access statement that accompanies the storage and distribution application says SJG moved its operations to the former power station site after losing its storage yard.
It adds: "The vans are stored on the site until they have been sold, when they are driven away.
"Some of the containers the vehicles are shipped in are retained/stored on site until they are sold on. The containers are stored below ground in an open air basement (part of the old turbine hall)."
The statement describes the long-term future of the site as "uncertain".
It adds: "The temporary short term use of the site for storage and distribution in the manner proposed constitutes an acceptable use of the land that would not undermine the long term use of the strategic site."
Built in the late 1960s, the oil-fired power station was decommissioned in 2013 and demolished ten years later.
The site now comprises about 40 hectares of open land, although part of it is still home to a large National Grid sub-station. Wind turbine blades are being stored there following the grant of temporary planning permission in 2017 and 2023.
The proposal relating to the vans is outlined in a public notice published by New Forest District Council, which will determine the application.
