Fareham Borough Council has identified 170 cases of fraud, totalling almost £150,000, in the past year alone.
The council cited housing, housing benefit, council tax support, and council tax as the most common sources of fraud.
It has joined forces with the Association of Certified Fraud Examiners (ACFE) for International Fraud Awareness Week, running from November 17 to November 23, to raise awareness and encourage proactive measures against fraud.
Councillor Joanne Burton, executive member for health and public protection, said: "We have seen a significant increase in the number of fraud cases identified – the highest since 2019/20.
"These scams particularly target vulnerable people in our community, so this International Fraud Week we will be raising awareness as much as possible."
The council will be sharing information about the risk of fraud with staff and residents, including details of the efforts made by officers to counter such fraud.
