The high winds and travelling football supporters mean traffic on the Itchen Bridge is slower than usual, with delays on approach to Central Bridge.
Due to the weather, all South Western Railway (SWR) trains are running at reduced speed.
Disruption to services is expected to last until Monday, November 25, with changes being made to keep passengers and staff safe.
A spokesperson for SWR said: “If you intend to travel on our network, please check before you travel using journey planners, which will be updated throughout the weekend.
“We are very sorry for any disruption that this may cause to your journey.”
