FOUR beggars have been banned from pestering people on the streets of a Hampshire city.

A court order has now banned the quartet from asking for money from pedestrians in Winchester city centre.

The move comes after the city council, backed by Hampshire police, took the beggars to court.

They were each given a 12-month injunction which also banned them from loitering in council car parks, swearing in public, and intimidating residents. One was also ordered not to drink in the streets.

A spokesman said: “It’s the first time that we’ve taken out an injunction against any beggars in Winchester.

“They were in people’s faces quite a lot and wouldn’t just sit there quietly with a cup in front of them.”

However, council chiefs have stopped the media naming the four because they are seen as “vulnerable”.

The spokesman said: “We do not feel that it is in the public interest to name the individuals at this time.

“Notwithstanding the injunctions, the council recognises that they are in a vulnerable position and we are still open to engagement with them should they wish to co-operate.”

Cllr John Cooper, Cabinet member for communities and safety, said they had no choice but to crack down on the quartet.

He said: “We have done everything we can to engage with them and offer help, but their continued unacceptable behaviour is having a detrimental impact on the quality of life for residents, and has led to several unpleasant experiences for visitors to the city.

“We will continue to offer them support should they choose to engage with us.”

The council has no current plans to take more beggars to court.
