NEW licensing laws could mean the end for many carnivals but not for Andover according to Lions Club president Fred Harper.
The new legislation, which comes into effect in November, is part of the Government's shake-up of the rules for the leisure industry.
According to Honor Burnett, one of the organisers of Stockbridge Carn-ival, licences would be required because of the musical element within the carnival.
Mrs Burnett said Stockbridge Carnival would go ahead this year but may be under threat next year purely because of the new legislation.
Michael White, licensing manager at Test Valley Borough Council said he would need more information from carnival organisers before he could quote a price and that would depend on what was being provided.
He said that under the new act, carnival organisers would have to apply for a licence of around £100 if there was going to be a procession involving bands.
