A new crossing in Charlton Road - at the bus stop opposite Andover War Memorial Hospital - has received mixed reaction.
And it's left Test Valley Borough Cllr Pat West frustrated because she says Andover residents have been asking for a safe crossing at the hospital for 10 years.
She met local users at the crossing on Tuesday morning.
Julie Broadhurst, said after using the new crossing: "Without lights drivers are not obliged to stop."
But Pat West explained: "Unfortunately the safety audit would not allow us to build a controlled crossing such as pelican or puffin type."
Sandra Hoare, suggested it would have been better to have a separate lane for the bus to pull in, so that traffic did not build up behind.
