A controversial 700-home proposal at Bere Hill on the outskirts of Andover has been submitted to Test Valley Borough Council.
The land is currently designated as an important open space in the adopted and emerging local plan.
But developers Gallagher Estates Ltd urge the council to reassess its designation in proposals that are a direct challenge to the Picket Twenty plan and which open up a third front in the battle over Andover's major development status.
If the scheme was passed by planners it would involve a new main road access onto the A3093 towards the north eastern corner of the site in the form of a light-controlled junction with a new pedestrian crossing.
There would also be a secondary road connection onto Micheldever Road mainly for bus and emergency vehicles.
