SHE is drinking, taking drugs and having under -ge sex at just 13 - and there is nothing anybody can do about it.
The mother of a Hampshire teenager has spoken of her despair that her daughter has gone off the rails and no one is able to help her.
The youngster does not go to school, is regularly out at nightclubs, and has already had two sexually transmitted diseases.
She is supposed to be staying in a council-run unit but actually spent just four nights there last month.
Police are powerless to act over the under age sex unless the girl makes a complaint while social services say they are doing all they can but there is no quick fix.
