Sir.-If you relicensed your car recently, you will have received a totally new registration certificate designed to comply with the European Directive to harmonise vehicle registration across the EU community.
I understand that the cost of producing millions of certificates and an equal number of 20-page leaflets of guidance notes, plus a covering letter, is estimated at around £3 per car, plus civil servants' time.
Multiply this by the number of vehicles and you are talking of more than £100 million.
In my view, this money would have been better spent on the NHS, education or improving state pensions.
