KENNET says it is spending more than £500,000 trying to keep the area clean but it's seeking residents' help in bringing to book those responsible for the mess.
Criticism of the state of footpaths and highways has been particularly strident in the Tidworth and Ludgershall area where there is sometimes confusion about who is responsible for removing rubbish.
It's because the Ministry of Defence, various housing associations, as well as local councils and landowners can all be responsible for clearing away material and sometimes it is unclear who should act.
Kennet says Tidworth and Ludgershall are cleaned six days a week and for the majority of the week a crew clearing fly tipped and littering waste is in operation across the district from 6am to 10pm.
Now Kennet District Councilt has warned that irresponsible behaviour which spoils the beauty of the area will not be tolerated.
