The state of a road in Winchester is so bad, it's an accident waiting to happen, according to one Winchester resident.
Paul Goodwin, who lives just off Teg Down Meads, Weeke, says part of the spur road outside his home is breaking up and is a danger to users.
The road was due to be widened and resurfaced as part of the development of Hazel Court, accessed via the end of the road, but Mr Goodwin says that job has not even started.
All that has been done so far is a temporary surface put on six months ago, covering a trench where the utilities were put in - which is now breaking up rapidly.
The county council says the delay is down to developers, Brockwood Estates, Southampton, who have broken a contractual agreement.
"It's disintegrating," said the 51-year-old IT worker. "It's quite steep for a short road and if you walk on it, your feet go away from you. If someone with a Zimmer frame used it, I'd hate to think what would happen."
A keen motorcyclist, and resident of Teg Down Meads for 10 years, he said he and his son felt especially vulnerable. "Despite bringing my bike to a stop and progressing at a snail's pace, I fell off it due to the lack of traction and loose surface."
Work began on Hazel Court in 2002 and was completed in January. Inherent to the scheme was that the road be resurfaced and widened to allow cars to turn into the new properties before residents moved in.
The developers laid a temporary surface over the trench where the utilities were added. The permanent work to widen the road was due to start a week later, but nothing happened.
Mr Goodwin added that he knew of at least two houses that were now occupied on the development. A county council spokesman said the developer was in breach of its original agreement with the council and its legal team was looking into the matter.
The work should have been submitted well before any occupants moved in, but that plan had only just been submitted. He said if everything was approved this week, the works should be carried out at some point during September.
