Vandals have ruined a new riverside display, which is to be part of Winchester in Bloom.
Flowers have been ripped from boxes along the weirs, opposite Winchester City Mill and thrown into the water, some boxes were completely emptied.
Police are now investigating the incident, which happened on Monday night, and a re appealing for any witnesses.
George Stoney, of Winchester in Bloom, said: "This is an offence against the community. It was volunteers who planted these boxes and now their hard work has all been for nothing. It is awful because this was a new display. It is early stages, but we should be replanting closer to the judging."
Judging for the regional and national competition will begin in two weeks.
Beat officer PC Rob Cosier said: "This is an act of mindless vandalism which we take very seriously. People have taken a lot of time and effort not to mention the expense to make Winchester an appealing and inviting city for residents and tourists.
"We are keen to hear from anyone who was in the area over the weekend of June 26 who may have witnessed the damage or seen something that can help our investigation.
"All the beat officers are aware of what's happened and will be paying the area particular attention whilst on patrol."
