Hampshire League clubs have suffered a setback in their hopes of climbing to a new extended Wessex League next season.
They have been told that to stay in the Wessex League they will need to have new floodlights after two years.
Bob Crompton, who has been spearheading a campaign to retain at least one Hampshire League division next season, believes many clubs from Divisions 1 and 2 will now have to think twice about moving up into the Wessex.
Southampton FA president Crompton said: "Many clubs thought that fixed barriers, dugouts and hard standing down one side of the pitch would be good enough to keep them in the Wessex League but it's not the case.
"The Football Association have ruled that they must now have lights and I can't see too many clubs from the lower divisions of the Hampshire League being able to do that."
Crompton believes the Hampshire League should quickly call an emergency meeting for clubs to finally decide where their future lies.
He now sees a situation where the Premier Division clubs in the Hampshire League will go up to form a new Wessex second division, with the remainder staying in county league football.
