PLANNERS in Kennet have recommended that a development of five new homes in Ludgershall should be granted planning permission even though no provision has been made for car parking.
Ironically the plan for the new homes is on the site of the former Edwards Garage in Andover Road less than 80 yards east of the junction with the High Street.
The existing building, last used as an antique shop, is described by planners in their report as 'in a dilapidated state and unlikely to be capable of re-use'.
A proposal for six flats on the site was refused at an earlier meeting because the plan would have had an adverse impact on neighbouring properties but the new plan includes a commercial street building.
The highways authority has recommended refusal of permission on the grounds that the development would encourage the parking of vehicles on the public highway which would interrupt the free flow of traffic and prejudice the safety of road users.
But planners at Kennet District Council say government policy has changed and planning permission can no longer be refused on the grounds of no parking provision.
"Your officers consider that such a reason for refusal could not be justified having regard to the Government's advice that housing in urban areas need not provide off-street parking where services are readily accessible by walking, cycling or public transport," said planners in their report to councillors.
They point out that a public car park is available nearby and say that highway safety will not be compromised as Andover Road has double yellow lines.
