Fareham council leader Sean Woodward has pledged to address the problem of under age drinking after spending the night on the beat with the local police.
The councillor spent a night on shift to experience first hand the problems facing the borough's police force and said he was stunned at the number of under age drinkers.
Councillor Woodward said: "I was horrified at the appallingly high incidence of alcohol related problems among children in the town centre and Portchester and the apparent readiness with which they could obtain large quantities of alcohol despite being only 15 years old.
"I hope that between us we may be able to address some of these issues via networkfareham our local strategic partnership."
He added that the council aimed to provide five neighbourhood facilities for young people across Fareham and was keen to see the Genesis Youth Centre in Locks Heath increase its drop in sessions for young people in the evenings.
