City planners are to visit a plot at St Cross in Winchester to decide if two new homes can be built there.
Two houses already stand on the site which lies between St Cross Road and Edgar Road, and beside Ranelagh Road.
The owners of the properties - a large Victorian house and a small coach house - are the applicants.
One of the new houses would have five bedrooms and be about the size of the Victorian property and the other would be a studio flat above a double garage, with similar dimensions to the coach house.
Some neighbours are against the new homes.
Vibeke McNaughtan, lives in Edgar Road, opposite the site, told the planning meeting: "This is a beautiful plot - it doesn't need any new buildings. It's the wrong place for a 'mini-estate'. There have been several serious accidents at the surrounding junctions in previous years, two involving buses."
An agent for the applicants said: "Our client is keen to keep the development in character with the area and to keep the house in St Cross Road as a family home."
