An artist's impression of a new retirement development in Dean Lane, Winchester, has been unveiled.
The block of 25 flats at Wyke Mark is being built by English Courtyard and the project is expected to be completed by September.
In 1998, a petition signed by 16,697 people was presented to Hampshire County Council protesting over the sale of the former nursing home.
A spokesman for English Courtyard said: "We have found people in the area have been very supportive. We recognise that no-one wants a building site in their back garden and we try to respect that.
"Our application to build here was one of a number received by the council and we have tried to ensure that neighbours realise we are not the sort of company that just leaves when the work is done. We try to resolve any problems."
The first phase is due to be released after Easter and prices are expected to start at £400,000.
