A 73-year-old woman was pursued by a flasher in Fairdown Close, Winnall, Winchester.
Police say the man exposed himself around five or six times.
Officers have issued a description of the man, who is white, between 15-17-years, 5ft 10ins-5ft 11ins, with short dark brown hair.
He was wearing a black track suit with a white stripes on the arms and legs.
The incident occurred between 10.30am and 10.45am on Monday.
