City planners this week gave the go-ahead for 54 new homes at Teg Down, Winchester.

The application, by Banner Homes, was refused twice last year. The third application was approved after the developers amended plans.

The new homes will be built at Salters Lane, between Dean Lane and Stockbridge Road and will form a cul-de-sac with access from Stockbridge Road at the Harestock Corner junction.

Planners heard that bollards will prevent access from Dean Lane, but could be removed for emergency vehicles.

The effect the development will have on traffic dominated the debate before planners reached their decision.

Phrynette Dickens, whose county council ward includes Teg Down, lobbied against granting permission.

"Over the last two years I've had a lot of residents from Teg Down and Dean Lane express their concerns over the traffic implications," she said.

Kelsie Learney, city councillor for Littleton and Harestock, warned that access into Stockbridge Road would make the Harestock Corner junction increasingly treacherous.

"I really don't think this development should go ahead until the county council has ensured that it can deal with pedestrian safety in this area."

John Higgins and Jacqueline Porter, who both represent the Teg Down area, expressed concerns about sewers and drainage but officers said the Environment Agency had not raised any objection.

A spokesman for Banner Homes' architects told the planners: "We've listened to all the concerns of the council's working party and we've acted positively."

The new development will include 17 one and two-bedroom "affordable" flats and houses.

There will also be 16 four-bedroom semi-detached houses, four three-bedroom semi-detached properties and three five-bedroom detached houses. The remaining 18 homes will be two-bedroom apartments. Each flat or apartment has been allocated "1.5 car parking spaces" with two for each house.

The plans were approved by seven votes to five, with two abstentions.
