Parking at Winchester's River Park leisure centre will no longer be free, if city council plans go ahead as expected.
Members agreed on Wednesday to charge all users, but to keep the fares low for people visiting the leisure centre.
The aim is to stop commuters using the centre's car park as a no-cost place to leave their cars.
Under the scheme, the first three hours' parking will cost 20p an hour. Up to four hours will cost £2.40 and over four hours £4.80. The plan has yet to be put out to public consultation.
Councillor, John Beveridge, said the play and display scheme was a "good compromise". It is expected to come into force in July.
