environment chiefs are expected next week to formally approve the controversial proposal to axe free parking in Winchester's city centre.

The plan has been hotly contested by traders and residents alike who have said it will adversely affect local commerce.

But a county council report which will go before Keith Estlin the environment boss states: "The proposals reflect the market demand for parking spaces and attempts to balance supply and demand and discourage all-day parking in the city centre thus ensuring that space is available for shoppers, tourists and visitors."

Both city and county councils say the move will benefit local shops by freeing up parking spaces close to the city centre. The city council gave their approval for the plan in October and were supported by the chamber of commerce and the city centre manager despite 31 letters of objection.

The proposed charge, likely to take effect in the New Year, is 30p per 30 minutes with a maximum charge of £1.20 for two hours.

Streets to be included in the scheme are: Andover Road, Colebrook Street, High Street, Hyde Street, Market Lane, North Walls, St Peter Street, Symonds Street, The Square, Tower Street, Upper High Street, Victoria Road, Wales Street and Water Lane.

College Street will still have free parking limited to two hours.
