IT cost £4,000 and took 43 days to find out what the people of Fareham want to see over the next ten years.
Now the results of 1,301 written responses from residents, local businesses and community groups are set to be unveiled this week at the launch of the borough's strategic partnership.
The event will mark the start of a closer working relationship between the council, the police and health chiefs to improve residents' quality of life.
The results of the public consultation - called networkfareham - will lay the foundations for the borough's new community strategy for the next ten years.
A council spokesman insisted the consultation was money well spent with the roadshows from Hill Head to Whiteley bringing the council direct to residents.
The government has made it a legal requirement for individual councils to consult their communities about services.
Fareham council's executive leader Councillor Sean Woodward said: "We recognise the need to work together strategically with our partners to achieve the best for those who live or work in the borough.
"Networkfareham aims to tackle the underlying issues that promote inequalities."
Inspector Diana Boyles of Fareham police said she was pleased at the prospect of working more closely with Fareham council and sharing resources.
And the scheme has won support from community groups including Paul O'Beirne, chief executive of Fareham Community Action.
He said: "Networkfareham will provide ways in which people, individually or in groups, can contribute toward the plan for their neighbourhood.
"Such participation is really important because it enables people to feel part of what is going on and ultimately makes people feel happier."
The launch of Fareham's local strategic partnership, networkfareham, at Ferneham Hall will take place on Wednesday.
