TEST Valley Borough Council is reviewing its charges for Andover's Guildhall to encourage groups who use it for the 'public good'.
At Andover Councillors' Forum Cllr Robin Hughes said there were concerns that some charities were put off when they were charged the full commercial rate once they started to raise money.
Mr Terry Gilmour, head of Test Valley's technical department, said officers were investigating the level of charges for Andover Guildhall and Crosfield Hall in Romsey.
He said the council was looking at what it actually cost to open the buildings.
"The aim would be to have concessionary rates and private rates at about the right levels," he said.
The concessionary rates should encourage charities and other organisations who use the buildings for the 'public good'.
