There appears to be a continuing saga re the rights and wrongs of holding a referendum on the new EU treaty (aka new constitution) and various proposals put forth on how to hold a fair and responsible poll.

Most of the recent airings on the subject appear to suggest that people must prove they have read and understood the treaty.

As most of it is composed of "lawyer speak" and, was originally written in French and German, it is difficult to see how the peasantry are supposed to be able to understand the ramifications and qualifications contained therein and, make a thoughtful decision.

How many MPs really understand what is contained within the treaty?

I rest my case.
