WHEN Scotland's First Minister, Alex Salmond, published his white paper about independence on August 14 the three unionist parties there made a combined statement offering separation. Among the signatories were the Scottish Conservatives. What Tories say north of the border is in marked contrast to their rhetoric south of the border, where they claim to be in favour of "English votes for English laws", which they know would be the slippery slope to the break-up of the UK.

There is only one way to counter separation, and that is to give Wessex a parliament having equal powers to those of Scotland's parliament with regard to taxation and spending, energy policy, and transport planning.
