READING about proposed increase in taxi fares, I am once again confused. The article states that a 1 mile journey will cost £4 and a 3 mile trip £7.20, but in my experience it doesn't work on mileage but on time.

If you get caught at every traffic light or a traffic congestion the fare rises considerably, as the meter is ticking over whether stationary or moving!

Could someone please explain!
